As winter looms, coronavirus cases are rising on both sides of the North Atlantic, even in highly vaccinated Western European countries. In Europe, the response to rising cases appears to be targeting adult mobility, but Americans — at least in a few major cities — are once again turning to ineffective school closures and virtual instruction.
